Dear Experts
Usually a project initiated for welfare of the public ,statutory authorities of local government employ contractors. If the way of execution given by the authorities are not as per prevailing rules and if the contractors complete the project following the way given the authorities ,should both the parties are responsible for improper execution? Con any member give case laws pronounced on judgments?

Maximum money flows below the table, Root cause of corruption, that is treasure for Ministers and politicians in /India...
Both are equally responsible,
but who will bell the cat???
With whom u will fight, prove and hang them???
What Line of action u intend to

u r in property management and must be dealing with their CUT and PERCENTAGE AT EVERY STAGE!
Can you stop it, or deal with honesty??
We have to bear, as we are Living in Corrupt Society, corrupt Administration management of our elected Leaders.

Dear Mr. Shroff, Thanks for your observation that both are equally responsible. Also I happened to get a judgment in State Forum Tamilnadu case ref. CC 44/2007 which held in para 11. “It is rather unfortunate that the Opposite parties should raise the question on the maintainability of the complaint. Nobody can seriously dispute that the non-removal of garbage is a serious health hazard. The 2nd opposite party is the contractor engaged by the 1st opposite party (Corporation of Chennai). When the contractor is undoubtedly paid by the 1st opposite party from out of the taxes realised from the public of Chennai, the complaint, in our view, can without doubt, go before the Consumer Forum with the grievance that the opposite parties have failed to provide the service they are bound to give and that there is deficiency in service. We therefore reject the objection raised on behalf of the opposite parties and hold that the complaint is maintainable.”
I can plan my ways to deal with a problem on similar case of mine with your observation and that in the case I found.
