Can central government employee give bail surety?

You mean whether the government employee can act as surety for bail.

There is no problem for it.

Normally, you need not to intimate or get permission from your employer for the same.

By becoming a Central Government s servant a person does not cease to be a citizen. He is only bound or restrained by the Rules contained in the conduct Rules. And the said Rules do not impose any restrictions as to standing surety.
