Whether any person can be treated as a member and share holder of a Co-operative Housing Society before permission/approval for admission as a member by the Registrar of Co-operative Societies?

Admission of members is a formality and the Governing Board ratifies it by a board resolution as per the bylaw after payment of initial share amount fixed for the purpose of admission.
