New flat maintainence charges query

Ours is new building.
The builder is charging six months maintenance from all flat buyers.
Problem is builder is considering the start day of maintenance as the day when builder started the maintenance and not when people got their flat registered.
For instance builder started the maintenance in May 2013 while many people got their flat registered after that sometime in June/July 2013 or later.
Now builder is asking everyone to pay maintenance from May 2013 onwards even if the flat was not registered.
Builder says that he started the maintenance since May as already some 10 out of 145 flats were occupied and so his maintenance start date is to be considered irrespective of when other flats were registered/sold.
I wanted to know since when will be the maintenance charged to flat owners?
Will it be from flat registration date or actual maintenance start date(which might be earlier then registration date)?

no your liability of pay maintenance arises only after agreement is entered into with builder and registration of flat is done in your name .

You all should strongly resist the illegal action of the builder as he cannot charge the amount of maintenance prior to handing over the flat to you. Serve a legal notice through a lawyer.
