There is a case, where a person is living on a land for around 10 years(having municipal no. A and Khasra number B) and he is paying all bills and taxes related to that particular land. A order comes from government according to which land having municipal number A is not in that Khasra but in Khasra no. C. So, whether the person is entitled to land in khasra B or he should leave the same and go to C.

@tome & Barman
Khasra is used in North India for the particular acre of the land. Khasra consists two parts viz one Murabba no. (a chunk of 25 acres) and second its acre/kila no.
In various cities lal dora has officially not enhanced and agricultural land has been got used for the residential purposes. Such type of land has two identifications.
One with the revenue record and second with the municipal record.
Now I come to querist!
Even if the Govt. has declared the change of municipal survey no. but the original identity of your land is related with revenue record which cannot be changed so you need not go anywhere rather your municipal survey no. has been changed now.

IN UP Khasra is a Record of Cultivation.It is a register of harvest inspections(parhtaal).
The Lekhpaal conducts the field harvest inspections in the month of October, February & April, wherein he records facts regarding crop grown, soil classification, cultivable capacity of the cultivators. The first six monthly inspection starting from Ist October is called as "Khariff" parhtaal while the second commencing from Ist February is called "Rabi" parhtaal. In the month of april the "Zaid" parhtaal is done.
Khatauni is the register of all persons cultivating or otherwise occupying land in a village as prescribed according to Uttar Pradesh Land Revenue Rules. It is prepared in Form P-VI. It is a document prepared as part of record-of-right. It contains entries regarding ownership, cultivation and various rights in land. It is revised every 6 years.
