Opinion about title of property

Kindly give your valuable opinion about following case:-
One DDA flat was allotted to “A” and “A” sold the flat (without full & final payment to DDA) to “B” with Registered GPA, Agreement to sale and Spl. Power attorney for completing conveyance deed from DDA. After 9 months, “B” having made all the payments to DDA got Conveyance Deed on the basis of Spl. Power attorney in the name of “A”. After three Years “B” sold the flat through Register Sale Deed to “C” and “C” has also taken home loan from Bank on the basis of above documents.
Kindly suggest is there any problem with title of above mentioned property if “D” is willing to buy this flat from “C”.

Since bank has already given loan 'C', it can be said that only upon proper verification bank gives loan. So D can proceed for purchasing the property from 'C'

There is no problem as the title has properly been transferred to C.

Subject to full repayment of loan by C and obtaining a No Dues Certificate from the Bank, D will get the clear and markatable title of the property.

My another question is that “Can conveyance deed be made in the name of “B” also in following case:-
The DDA flat was allotted to “A” in 2006 on freehold basis and “A” sold the flat (without full & final payment to DDA) to “B” with Registered GPA, Agreement to sale and Spl. Power attorney for completing conveyance deed from DDA in sub registrar office.
After 9 months, “B” having made all the payments to DDA got Conveyance Deed on the basis of Spl. Power attorney and further got register this conveyance deed in the name of “A” (Original allotted of Flat) in Sub Registrar Office .
Note: - Provisions are different for allotment of flat by DDA before 1992 and after 1992 in Delhi .
