1) IF ANY BODY WANT TO LODGE COMPLAIN AGAINST THE STAFF MEMBER OF RAILAWAY POLICE FORCE IS IT MANDATORY TO TAKE PRIOR PERMISSION FROM THE GOVERNMENT OF INDIA ?
2) IF ANY BODY WANT TO LODGE PRIVATE COMPLAIN BEFORE THE MAGISTRATE IN THE COURT AGAINST THE STAFF MEMBER OF RAILAWAY POLICE FORCE IS IT MANDATORY TO TAKE PRIOR PERMISSION FROM THE GOVERNMENT OF INDIA ?

No permission is required for lodging an FIR or filing a complaint. Question of sanction comes only at the stage of taking cognisance, that too if the incidents are related to performance of the official duties of the accused.
