Divorce woman registering second marriage as unmarried in in marriage registration.and not submitting divorce papers
At the time of second divorce proceedings can it be said that her second marriage is null&void

Yes, second marriage has no status under the eye of law.

If divorce has happened then second marriage cannot beheld as void. At the most the husband can apply for divorce on the ground of misrepresentation.

The legality of marriage commences after end of ceremony and not on registration.
