Elecricity meter transfer

dear sir ,
i have so many issues held from purchasing a flat. at last i get the key but the elctricity meter name changing process is left. the consign owner is not support to sign the name changing form.the owner and the broker doing a drama . we are working people we fed up sir . kindly give me a suitavble replay at your end.

if all electricity dues are paid and society has no objection for transfer of electricity meter then meter would be transferred in your name by the electricity distributor
