There can not be any universal answer to such a query which does not disclose even name of state.
The best course would be to visit at secretariat of ministry of law or to put an RTI and also DM's office and municipal and labor office . For Maharashtra an exhaustive answer could be found if you could take pain to search my past answers.I am unable to right so much again and again.
