Seizure of a mobile phone from a under trial prisoner from jail premises is offence under what section of law ? what legal actions can be initiated against him?

you want action against whom, the person who confiscated the mobile or whose mobile is confiscated?

I think, as a Dy. S.P., you are expected to know the jail rules much better than anybody else.

Look into Jail Manual of state concerned.
He can be booked.
But how do you propose to handle the nexus of your officers with him?

A prisoner without hand in glove with the officials of the jail. can neve be able to have a mobile inside jail so the guilt of the concerned officials is not lesser than the convict himself.
