There are Mind controlling and mind reading device used by govt intel. they can read and control your mind. And i know a victim whose been tortured unreasonably with these devices.

If by 'they'you refer to Govt. or it's some agency doing for it i wonder why not 'they' are using these devices in treating thousands of people suffering from mental diseases of one kind or the other.Although i realise that neurologists also studying all aspects of 'emotions'and discoveries made through neural mapping of the limbic system, the neurobiological explanation of human emotion is that emotion is a pleasant or unpleasant mental state organized in the limbic system of the mammalian brain. If distinguished from reactive responses of reptiles, emotions would then be mammalian elaborations of general vertebrate arousal patterns, in which neurochemicals (for example, dopamine, noradrenaline, and serotonin) step-up or step-down the brain's activity level, as visible in body movements, gestures, and postures.
But yet i am not aware of any device more than scanners of limbs and brain.
And if these devices are in hands of some criminals then the inventors would also be criminals but then surprising fact is this why every governance in the world is unaware of it.At Least i have not gone with any news of this kind.
Your query is more about strange devices and less about people(offenders)involved.
So if 'they; are criminal people POLICE should be informed and if 'they' are Police or any Government agency of that kind then HUMAN RIGHT COMMISSION SHOULD BE INFORMED .
NOTHING ELSE COMES IN MY MIND AS ADVICE.

You may be very close to the victim, but at least I find myself very far off from the sense of your query to understand what is your motive to know what about the process without discussing the real problem. You are just wasting the time of all of us.
If you want to help the victim, you may better take stay order from the court based on your own perception and theory to avoid all that.

WHO ARE 'THEY' and why the VICTIM is their TARGET, nothing goes without motive in this world.

Mr. Harvinder,
You may be fond of jassoosi novels of ibne safi and try to keep all the LCI community members in suspense in the same fashion of jasoosi novel, but, unless you tell the real story, nobody would like to become a dumb character of the novelist. In fact you are wasting time of all others, may that be your pass time.
I don't think this is a query for legal advice, but is just a bujharat for bujho to janey type. This is not a forum to put bujharats.
Better contact some local lawyer to solve your tangle or you may approach the higher police authorities, if the local police is also with the said "THEY".

is there any possibility that they can refuse to file a case. since no one have any information about secret weapons.
On what ground that Police can refuse to file a case and if Police will refuse then on what ground a victim can file a case. or fight with Police to file a case.

Mr. Harvinder,
You referred Ibne Safi by writing, "you can call it a novel of ibne safi" and now you say, "I dont know who this ibne safi is or any other funny detective novilest."
Your style is still the same as of putting a quiz for others to guess. When experts have already suggested you to go to the higher police authorities, you are still stretching the suspense of the story without narrating the real problem to the point in brief in a plain language. Even if you go to the police quthorities, they would require you to narrate the history to the point in brief and in plain language for taking any action, not a jassosi novel like lengthy suspense. I can guess that even if you had already approached the police earlier, the same problem of descriptive suspense would have arisen leading to inaction by the police.
Now, without stretching any more of your query, you may better adhere the advice of Shri Shroff as he has rightly advised you in a very precise manner.

You could have gone direct to a technologically sound young lawyer to solve your riddle.
