There may be possibility of power theft from your line from your closed premises, which you might have not noticed so far. Request the electricity department investigation, including meter testing, by bringing the fact of closure of your mill from 1st March 2014 and keeping the bills under dispute. Case for consumer forum can become due only after their negative response or faulty investigation

First exhaust the remedies available before you by clarifying the details from the Electricity board and also apply for redressing your grievance in this regard, if you do not get a satisfactory reply, you may proceed with legal actions as suggested by experts.
Dr J C Vashista (Expert) 28 June 2014
Did you check with the electricity department (bill issuing persons) regarding the rate, period, charges, meter reading, status of your meter, any suspected theft and such other questions, who may be justified in raising such bill?
