The Government will not take over a temple belonging to private trust or private people just like that without following certain formalities in that regard, i.e., wherever there is public money involved as donation or through hundial collections or through any other source, the government endowment department will lay their hand on it.The private temple might have been controlled by hereditary trustees/people, better observe the strict rules as per the trust bye-laws and in case of any move by government, you can challenge it based on the nature of the temple. Consult a lawyer and proceed as per his advise.
