An immovable property is on my mother's name by virtue of a WILL. But she is entitled to enjoy the premises with no selling rights. After her, the property gets transferred to her 2 sons with absolute powers including selling rights. As my mother is hale and healthy today, can we sell the property with all 3 signing the documents?

You cannot sale it as per will of your father during the life time of your mother even if you three are ready for it. This is only legal condition but practically you jointl may take any decision as per your convenience.
