Collection of income tax on salaries and non salaries

Sir,
I on behalf of many Drawing & Disbursing Officer appointed under State Govt Service wants to know that under which constitutional provision the State govt is required to collect Income tax from its employees under Income Tax Act, 1961 ?
we presume that it is the responsibility of central govt employee and not that of State.
Further, if no tds return is filled in time that D&DO is to pay fine from his pocket whereas no any incentives is paid to us other normal salary equal to that other employees of the State also get.
So our main question is why hsould State govt employee do the duty pertaining to the Central govt.

Applicability of factory act 1948

http://www.delhi.gov.in/wps/wcm/connect/doit_labour/Labour/Home/Acts+Implemented/Summary+of+the+Acts+Implemented/The+Factories+Act-1948

As per above site of Government of India, applicability of factory act 1948 is defined as follows:
It applies to factories covered under the Factories Act, 1948. The industries in which ten (10) or more than ten workers are employed on any day of the preceeding twelve months and are engaged in manufacturing process being carried out with the aid of power or twenty or more than twenty workers are employed in manufacturing process being carried out without the aid of power, are covered under the provisions of this Act.

The query is : Does the factory act applicable to Sewage Pumping Stations? This is because there isn't any manufacturing process within the pumping station limit. At one hand, Station collects sewage and simply pumps it towards treatment plants. Therefore, substance both at input and output are same (sewage) and as it does not change its characteristics, I think this can not be accounted as manufacturing process.

It's a humble request to provide expert views from the people in and out of this field

Notice period on resigntion

Dear Sir/madam,

I had recently resigned from my present employer and given 47 days notice communication and ready to pay balance 13 days to employer (60 days notice as per appointment letter). Have got the acknowledgement from the employer in the form of Resignation Acceptance Letter.

But, my line manager asked me to submit the laptop and company sim card on the very next day of my resignation and blocked the mail id as well. Normally this will happen whenever there is an integrity issue. Now here the situation is clearly ego. The same thing has happened to one of my collegue as well who resigned on the same day.

This is actually embarassing us to be with de-link from the work and sit at idle till our last working day.

My queries in this regard are..

1. Although he is at "power of authority", can he voilate the exit procedure?
2. He is ready to pay the notice period but taken laptop & sim card on very next day. This is very embarassing and creating false impression in the job market on our career.
3.This is creating lot of mental agony and frustration because of this kind of exit. Can I send a legal notice to the employer (line manager. If so I have to send the legal notice during my notice period or even after getting full & final settlement from the employer?
4.If I send the notice, Can I join with any other organisation after my last working day (as per resignation letter)?

I want to initiate this and expecting this will not happen in future with my other collegues, because this is how he will treat the employees who reports in his division.

Please suggest.

Thanks,
Naveen
