High Court & Supreme Court

How is a matter before High Court and Supreme Court decided as to whether it should be referred to a single bench or more. Precisely, I want to know in detail whether it depends upon the gravity of the case, or interpretation of law, question of law or else. Kindly explain in detail.

Nation's Insignia

Coins, Currency Notes, Stamp Papers, National Flag, National Anthem, etc are the nation's symbols which needs to be respected and revered. Enactments governing honour to these properties are adequate as politicians use or misuse currency notes are garlands. In Baarath ceremonies, currencies are thrown at the dancers. Though it is done for enjoyment, it still amounts to dishonour of our Nation's prestige when these items are employed other than what it is meant for. Tomorrow a podium will be erected made out of Law books and Stamp papers. I want our experts to join this debate.

regarding reservation of physically handicapped candidate

there is a institute named central institute of psychiatry situated at Ranchi. this institute conduct an all india basis examination for PG courses every year.
in the year of 2010 in their Advertisement they mentioned 3% horizontal reservation for Physically candidate but in result ther not follow rule and not give any PG seat to any PH candiadte.last date of admission is 31st May.
on asking to one local lawyer he replied that this year nothing will happen because court will not give stay order because of less number of PH candidates and on filing case in court judgement will be very late and most probably court will say that because admission is occured so no body will expailed from coure and reservation of PH candidate will be follow in next year.
so is there still any hope appling this rule in this year
i want to say that in their examination form they did not put the column of both physically handicapped as well as his/her community and both of these things are necessory for applying horizontal reservation policy so can you further gave any suggestion. because of this i applieds in OBC category but i attatch a physically handicapped certificate also and my name was neither published in OBC category nor PH category. so what should i do now.
can you provide name and contact number of any lawyer in ranchi who can handel this case.
