Dear Sir,
I am planning to buy a land in Bangalore. The scenario is as below.
Mr.X own the land site no:1,2.
Gave GPA (Registered and non revoke-able) to Mr.Y and also execute an Affidavit stating that Mr.X sold the land to Mr.Y with the GPA but that the Affidavit is not notarized.
Mr.Y directly sold the Land to Mr.Z and executed an Sale Deed which is registered and I did not found any signature of main owner Mr.X
Mr.Z got the A-Katha from BBMP and has paid the betterment charges and Tax.
I am buying land from Mr.Z and approached to ICICI bank.
When bank gave Legal report, its saying the GPA holder does not have rights to sale the land to Mr.Z as he is only a GPA holder.
And Asking a Sale deed between Mr.X and Mr.Y and I ask the current owner Mr.Z about this he said he has only a GPA.
If Sale deed not there then bank is telling anybody can put a case on this property so dont buy this and we will not give the loan
Please sir help me Can I go head buying this property approaching some other bank.
Or there is a bg risk in buying this land. Please help me out already I have done a Sale agreement wroth of 4L with current owner.
Please help me can I buy this land or not.
Thanks

Dear Sirs,
I will present problem in thew shape of illustration, for better understanding & your appropriate advice. It is as under:
"A wanted to sell his house in favour of B.He executed a POA duly registered athorising X to appear before Sub Registrar & execute a sale deed for Rs.500,000/-,which A had already received. There is a stipulation in the POA that A has already received five lakh rupees from the vendee 'B'. While registering POA,a fee of Rs.100/- only was paind in the form of Stamps & Rs.5/- as registration fee.
The SR refused to register sale deed presented by X asking that he should make up & pay the deficient stamps duty on POA.On further clarification SR says an equal amount of stamp fee as has been paid on Sale Deed has to be paid on POA & not Rs.100/-.
Is it not 'doubly charging' stamp duty.Kindly tell me law/judgments/citations.
Also guide, had the Principal paid stamps duty on POA equivalent to what is required on sale deed of any consideration, would the agent POA holder be under an obligation to pay the same duty again on Sale Deed?
If I am not able to to law to the SR my sale deed would not be registered as time limit is likely to expire on 30th this month.
Regards !
