Where can i complain a shopkeeper who is selling goods without bill

respected sir/madam

yesterday i went to a stationary shop for purchasing a book, when i asked the price for that book he told me Rs.150/- which was 50/- ruppes above from the MRP, when i asked him MRP is 100/- rupees why he is charging 50/- extra he said the price is fix , buy it if you want otherwise forget it, further i politely asked him will he give me the bill, i asked him he can give me atleast MRP price bill he said he don't give bill to their consumers.

i want to complain that shoopkeer

can you please provide me any phone number or any address where i can file the complaint against that shoopker

However i do not have any evidence against him but i am sure he do not have any trade licence and he is not maintaining any account book

Make a written complaint to the local department of Excise and Taxation which is duty bound to ensure the compliance of the rules vide which the shopkeepers are bound to issue bills and to maintain its proper accounts.

The complaint can also be filed with the DM and concerned police station as this is also a cheating.

Speak to Inspector appointed under Legal Metrology and submit complaint thereafter under proper acknowledgment.

18. Provisions relating to wholesale dealer and retail dealers.-(



(7) All retailers who are covered under the Value Added Tax VAT or Turn Over Tax (TOT) and
dealing in packaged commodities whose net content declaration is by weight or volume or a
combination thereof shall maintain a electronic weighing machine of at least accuracy class III,
with smallest division of at least 1 g, with facility to issue a printed receipt indicating among other
things, the gross quantity, price and the like at a prominent place in their retail premises, free of
cost, for the benefit of consumers and the consumers may check the weight of their packaged
commodities purchased from the shop on such machine.

The jurisdiction of department of metrology is unbelievable as the same is concerned only with the weight and measurement which is not the present case so difficult to be in agreement with the advice of Doab.
