What is roof right in delhi

IN A MULTI OWNERS BUILDING ROOF RIGHT HAS BEEN GIVEN TO OWNERS OF TOP FLOOR I.E.3RD FLOOR AND THEY ARE CONSTRUCTING ANOTHER FLOOR. THUS THE OTHER OWNERS ARE PREVENTED TO VISIT ON ROOF FOR MAINTENANCE WORK. MCD OFFICIAL IS ALSO NOT DOING WELL. THUS I WANT TO KNOW THE MEANING OF ROOF RIGHT IN SUCH SITUATION. WHETHER ROOF RIGHT INCLUDE CONSTRUCTION RIGHT AS WELL. BY CONSTRUCTING ANOTHER FLOOR LIFE OF THE BUILDING SHALL ALSO WORSEN. KINDLY HELP ME WHAT SHOULD TO DO.

Roof right is not a blanket permission to construct.Implead the DDA and the top floorers as repondents and file suit.

the top floor owners cannot carry on further construction without consent of other flat owners . issue legal notice to stop construction . move court for necessary reliefs

The details of the document confirming the roof rights has to be referred, consult a local lawyer and seek guidence. If the document is mum on construction by the person having roof right may move to court for injunction.

Is it DDA flat or Builders flat? If builders, has he sold and mentioned regarding roof right in the Sale Deed?
