What if the judge refuses to take any application or written submission?

(Querist) 10 December 2015 This query is : Resolved 
On the last date the judge refused to take application and written submission for examination witness at the earliest since I am leaving for overseas, can I speed post to the judge mentioning the reason of speed post to him.

Also since I am the only witness and also applicant in this case and the respondent never appeared so court has ordered it for ex parte evidences

And can I also post it's copy to Registrar (HC)?

A witness is expected to file an Affidavit for Examination-in-Chief, not a Written Submission.

But I am making application under Order XVIII, Rule 16 rw 151 CPC. which requires immediate examination of witness.
So if the judge refuses to even take my above application, in this case, can I speed post him with reason of my speed post and with a copy to Registrar HC?
