Vice principal threatening for a transfer

my sister is employed as a TGT(sanskrit) teacher in a govt girls' school under delhi administration.she has completed 2 years+1 month of service,but not permanent yet.she is a divorcee.
since the beginning she faced extreme politics,back biting,targetting by the Vice principal (VP) and colleagues for minor faults,while all other colleagues who made similar mistakes were either not reported to the VP,or their mistakes were ignored.even her students know of her plight because they have seen her getting publically humiliated.
my sister is extremely simple,quiet girl,who bore all this silently for almost 1.5 years.she does not know how to fight and reply back.she is not cunning like others.she is too innocent,seedhi saadhi type.
now off late she has started asserting herself by complaining tio VP, or to incharge about misbehaving colleagues.my mother,in between telephoned the VP and one colleague requesting them to treat her in a dignified manner.my mum did not use any bad language.
still,this aggravated the situation further and my sister was threatened that complaint can be issued against her parents for interfering in school matters.
so as a result these people have united and the VP has been pressurising her to take a transfer in another school.
already she was depressed because of her divorce,but these threats have increased her stress levels.
if she does not agree,then they will make the entire staff sign papers that she and her parents have been harassing the staff,that her her work is not good,etc.
my sister does not want a transfer.all she wants is equal treatment and dignified treatment which other colleagues get.this is what she is asserting for.but people twist her statements that she creates scenes,which is false.
1. can you please guide us if the VP has any grounds to transfer her?
2. if yes,how can she evade the transfer?
3. whom should we contact?
please dont advise us to go for a transfer,because we have our own personal reasons NOT to take transfer.

Please find out if she is transferred, will the new school be convenient for her.
Again She can approach the Education Officer of her area and put her problem before them.
If she agrees for transfer now, may be in new school she is again troubled the same way.

the new school will be convenient.but she believes that transfer should happen only because of genuine reasons like marriage,etc.if she is married and moves to another place,then a 2nd transfer will be attempted again.so it;s better to stay in same school,instead of escaping to a new school out of fear of partial VP and colleagues.

i agree. She must face them. Write letter to education department, education minister of your state and put the problem before them.
If all works well, the vice-principal may be transferred.

madam,you have not clarified my other questions,ie,if she has any grounds to transfer on my sister's bad performance,esp. if other employees too make similar mistakes?
and because my my mum talked to the VP and 1 colleague to treat her in a dignified manner,can they put a complaint that our family harasses them and interferes in school matters??
shud i write to the Dept now,or only after she has done the transfer?
she was threatening of it.so we dont know if she will really do it.

ON bad performance VP can get her transferred.
Then if you approach higher ups, they may not even believe your story.
Better put your whole problem before concerned officers in education department.
But also see if the VP is goonda type, he may go more bad in coming days due to such complaints. Be careful and decide.

It is good that she has started to assert for her rights.
Such transactions of public humiliation, threat, transfer, intimidation, coercion, connivance, all staff would sign papers etc should be recorded (audio/visual) and some witness, evidence be kept for use at appropriate time in appropriate forum………………..
Especially in such situation when they are ganging on a female.
She should possess indisputable evidence.
Let the local authorities like some Parshad/ councilor, women’s organization, students, parents may also support her.

do not represent at all on her behalf as it is violation of rule 20 of CCS (conduct) Rules and you sister can face chargehseet.

She(my sister) belongs to general.
about parents' interference,i have already written in my query,which i am copy-pasting again.

how much service she has rendered in this school and whether she has any adverse ACR and whether there is any warning to her and also what is her result.

we dont know if the Vice principal's ACR about her is -ve or _+ve,because it's always confidential.but the ACR filled in by the employee herself (my sister) is all positive.
she has not been issued any memos or warnings in written...
few days back,she,alongwith 1 guest teacher was asked to give a written explanation in an ordinary register why she was not present in the class.
although many other guest teachers and permanent teachers were also absent from classes,only these 2 females were asked for a written explanation.
but the VP had said that it was not any record that will be shown to govt deptt.it was only to discipline teachers.
my sister wrote that she reached only 15 minutes late,because she took a little more time to finish her previous class.

thanks for the advice.
however i choose to disagree.
wherever a person lives or works,there are bullying people present.it does not mean we keep getting transferred under fear.we do not want to be cowards.if it was a pvt. school,then we wud have agreed for a new job.because the ownership lies with the school owner.but this being govt school,she's been appointed by govt;not by the bullying VP or her colleagues.
tomorrow if out neighbours stop liking us and harass us so that we leave the neighbourhood,shud we do that?or shud we stay in the same place,because we own the house,and face them toughly so that they learn to treat us with dignity.

Yes, you have right to disagree, let some equally crook teach a lesson to Vice Principal. That would be proper. Vice Principal will not change habits.

first of all as per 6th Pay Commission orders these reports are no more confidential.
In case no adverse has been communicated she has all the reasons to presume that it it not adverse and even if adverse since it is not communicated it has no legal value.
SO no adverse report is there against her performance.

Further the problem with teaching community is that whenever any explanation is called they make it a point to reply then (like classwork) and there.either before recess or before closing of school, without any legal advise.
You may better advise her against this trait.

This is standard tactic more successful in schools and less in offices. you may advise her against being trapped in such a manner. VP has got one material against her and she should give no other.

You said other teacher were absent. But VP did not ask them any thing. First of all, bias exists in all institutions. If you commit wrong by coming late, you cannot question back the authority that others too committed same wrong.
IN such atmosphere, instead of complaining higher ups or taking transfer
it is better handle all diplomatically.
Talk only as much as work demands. Dont gossip with anyone about others. Dont believe any one regarding secrets.
Follow all rules strictly.
Things will slowly fall in place
and all will be ok
Never make calls by other family members
She has to handle it herself.
She has to be very careful about what she talks before students and other collegues.

If the higher authorities are approached then transfer will be there administrative convenience.
If they are not approached the things will be worse for her.
