vacate to stop construction order by devlopment authority

Sir I have costructed apartment after taking approval from on 2003 from block which was authority to give approval but some ill minded persons went to devlopment automatically to beg an order to stop the construction and devlopment authority gave a stop construction order.but still now the approval authority is block
Hence I need your suggestion how to vacate the order and in which court I will pray for it.

File a suit for Declaration and Permission in the Civil Court against the authority or if the authority is Govt. or autonomous then file a Writ Petition in High Court.
