Sale of four wheeler

I have sold my four wheeler last month.
While taking the delivery the buyer promised me of getting cleared all NOC and transferre documents. I believed in him. I just took signature on MOM stating that buyer takes all responsibilities of vehicle insurance and any future liabilities.
To my dismay I am finding he is not transferring the vehicle in his name.
Still the vehicle is in my name and he has collected all the original documents with him and is denying to transfer the vehicle.
I understand that basic mistake is from my side that is I should have created the NOC.
But now what can I do. Is there any way to solve the problem.

Ask him that unless he transfers your name then you will file case of theft of the car.'
Inform the local police on this and the Motors vehicles department as well.

send letter to RTO informing them that car has been sold by you . enclose copy of agreement with purchaser

What is the reason for his inaction while he paid the sale consideration? Have a discussion that you need the transfer so that in future if something happens you should not be responsible. Give him reasonable time and make it clear that you are going to report the matter to RTA and may also file a complaint with police as you do not with that until ownership is transferred, possession should be with you. You have only one risk, but he has more risks. He will certainly do it if you tackle the issue tactfully. Is there any evidence with you that you have sold the sold to him?

This is a risky issue, i.e., if the buyer is indulging in any antisocial activity through your vehicle without getting it transferred on his name, the intention is clear that he is planning to escape the responsibility in the event of being trapped at a later stage, hence as suggested by experts, you may take steps immediately to disown the ownership of the vehicle.

Send registered notice to him for transferring the vehicle in his name. Inform the RTO and local police.
