Refund of money

I had paid an advance of Rs 10,000 out of 30,000 to the photographer for my marriage, due to COVID-19 my marriage is going to be very simple so I don't need a photographer now, I had requested the photographer to cancel my booking 7months earlier,
now the photographer is demanding 50% cancellation fees, in additional I need to pay him more 5000 for 50% cancellation charges.
how can I recover my money which paid and how much can he charge me for cancellation?

Whether any receipt was taken for the money paid?
Whether any conditions in writing / otherwise regarding cancellation were settled at the time of booking?
Have you intimated cancellation in writing?
If he is not ready to refund, file complaint with the Consumer forum for refund of your money.

Your contract has failed due to subsequent change of law. Prima-facie none responsible but contract is not operating now.

Anyway amount is not worth litigation so as suggested by Mr NJS Rajkumar.

Probably it was an oral agreement, isn't it?
If you were not issued any receipt, try to recover the amount (except some amount) amicably

generally such agreements are oral.

yes it was an oral agreement and he didn't disclose the fact of cancellation charges at the beginning.

The facts stated are less than convincing. How could it be that the booking was cancelled 7 months ago?

You have paid Rs. 10,000/- and want refund. Probably you are not having any receipt of money paid as the agreement was oral.
If you have receipt / proof of money paid, you can approach consumer forum. You yourself can proceed with the complaint there.
