My sister has filed DV case thrugh a lawyer.
But as per needs of the hour,Can I act as her lawyer though I am a govt. employee and am not enrolled with Bar council?

No you can not.
You may conduct the case on her behalf if the same is civil case but not plead or argue the case.

DV Case can be filed and be perused with the help of other person like her family member so there is no legal hurdle to handle the case on behalf of your sister subject to a specific authority but not as her lawyer rather as her representative.

There is no need to possess a degree of law for such representation.

what would constitute 'conducting' the case?

@Raj sir,
does that mean at the time of cross of both plaintiff and respondent ,representative can be there along with plaintiff?
Do i need to seek written permission from court for the same?

She has already filed a case through an advocate now you can not contest on her behalf.

You can informally assist the duly appointed lawyer, but only if your sister so desires and authosises you to do so, but not as her lawyer in the court on her behalf.
