Purchasing 2 ghunta agriculture land near pune city

Resp All,
I am in talk with a owner of agriculture land along with a broker who is my friend for purchasing 2 ghunta (2000 sqft) of land for building home.
Now-
1) Tal- Mulshi Dist- Pune
Where we cant buy or make kharedikhat of
less than 11 ghunta agriculture land
2) But the farmer and his all kids and his
all married sisters are too agree with
farmer and ready to sign on the WHATEVER
DOCUMENTS are to be made. They are ready
to sign "Power of attorney" on my name
and "Kool-Mukhtyar-Patra" too.
3) Grampanchayats now dont register newly
built homes and so it wouldnt be able
to start GHARPATTI.

So what is the case?? Is it a safe deal? And if its safe deal... Which "Documents/Papers" should i have to make??? Then where and how could i make it on my name after building home and start GHARPATTI??

If registration is no possible and even Gram Panchayat is not ready to enter your name so this is not safer for you to go ahead as desired. Drop this deal.

1. Check the latest 7/12 extract (saatbaara) if it is only for the 2 gunthas or part of plot having bigger area
2. If it is single saatbaara of 2 gunthas with name's of parties mentioned by you above as owners without any kul (tenants) or boja (loan) or vahivaat (easement rights) or in possession of any persons then it is possible to get the conveyance and saatbaara on your name.

3. Check if it is big plot having area more then 2 gunthas to see if AANEEWAARI has been made of the area on this farmers name

4. Check talathi/tehsildaar if akkarfod is possible of the plot.

dont purchase property without obtaining title clearance certificate from your advocate .

In such cases it is always better to produce all the papers before a local lawyer expert in the field for his opinion and then proceed as per his advise.
