can an agent register the power of attorney on behalf of the principal???is it legal??

No. Registration of POA is to be made by Principal in person. Agent shall get power only after the registration of POA.

should search citations in College Library, or Internet.

As POA comes in existence after it's execution & Regn, Question of Regn by agent does not arise.
