Generally it is protected in PSEs, however, it may differ from an establishment to another due to their internal policy, which may be assailed through proper channel / Union.

It appears there is no such scheme in force for protection of pay for ex-servicemen reemployed in public sector units. Anyhow, you ascertain the factual situation by seeking information under the RTI Act.
