IF ANY SUBCONTRACTOR OR ANY EMPLOYEES VIOLATE SAFETY GUIDELINE, COMPANY CAN PUT ANY MONETARY PENALTIES ON THE EMPLOYEE/SUBCONTRACTOR

You need to issue a Memo in the First instance for violation of Safety Rules. If he repeates[ say after a week] [or do not improve, or ignore safety rules] he can be issued Warning Letter, with copy to his Personal Records. Can inform Factory inspector to do needful, as it harm co-worker bodily or property of company.. Involve Trade Union, so that they will not oppose if you go for domestic inquiry and suspend him for few days..
