I registered with NDNC, it has worked for me. I never get promotional calls; and get promotional sms very rarely! May be you can try.

you contact your cellphone's network customer care and requested to stop the unwanted sms. they will guided you. if nothing any progress in this event, you may file a complaint on what the number has been sent the unwanted messages, in your place police station. They will take necessary action.
