hello sir. the logic is the production/preparation of food is either by power or manual, so that they come under the factories act 1948 under the employee definition.

these are considered as factories for notional purpose, no registration under factories Act is required.

definition of factory specifically suggest that there must be any manufacturing process in the establishment. In case, resort running any canteen in it and required nos. of employees are engaged in it, certainly it is a factory under the Act.
