I am giving a loan to person and have entered into a Simple Mortgage Deed in Delhi. Can i ask the mortgagee to submit his titles as well?

You can go for equitable mortgage if you want to get the title deed of the property. It is easier and cheaper method.

The deed is already registered as simple mortgage. Now to further mitigate the risk can I ask for depositing title deeds?

Registered simple mortgage enough. You ca not have both simple mortgage and equitable mortgage simultaneously.

Get the mutation regarding your charge be noted with revenue authority.
