The land revenue codes in almost all the States lays down summary procedure to recover land revenue dues from the defaulting land owners. The statutory powers in this behalf are vested in the collector and the jurisdiction of the civil courts is ousted. Many other Acts extend the above summary procedure of recovery by stating that the dues may be recovered as arrears of land revenue. This is known as legislation by reference. Whenever such provision is contained the party concerned should approach the Collector of the District for recovery of the amounts awarded to him/her.

The land revenue (may be it rupee one or two ) is liable to government very strictly. (because this small amount is creating a record that the land is owned by India Government and not by Pakistan Government.Just think what will happen if a Kashmiri deny to Kashmir Government to pay Land revenue which is rupees 1 or 2 per bigha and starts to pay the same to a person having receipt book of Pakistan Government)

So very strict and harsh measures are taken to recover this meager amount. Under recovery each and every thing can be attached and even provision of jail is there.

Under CPC measure of recovery is not so hard.

The Collector is the person who recovers the amount.

You will find rules and provisions in Maharashtra Land Revenue Act.
