Immunity to states

Dear All,
Does the State enjoy any kind of immunity from levy of penalty or fine under any act in force.

Whether the Constituition of India provides for such kind of immunity and if so under what articules or under what circusmstance or from what nature of penalty or fine.

Constitution of india does not provide for any such immunity to the state.
There are many instances where the court of law has ordered the state for compensation, penalty etc.
