Registration of a sale deed

Hi everybody...
The property is situated in Tamil Nadu. the property is (undivided share) UDS of land with newly construction building incomplete stage.
If i entered in to a sale deed, whether the stamp duty has to be paid alone for UDS of land or both UDS of land and incomplete building?

Stamp duty is to be paid for both UDS and semi finished house.

If you are the first owner buying new flat only includes only UDS and for building separate construction and amenities agreement has to be signed.
