Vat on application fees received

CLIENT ENGAGED IN THE ALLOTMENT OF SITES. APPLICATION FEES RECEIVED. THE RECEIPT IS ACCOUNTED AS APPLICATION FEES RECEIVED AND NOT AS SALE OF APPLICATION FORMS.

THE VAT OFFICER (KARNATAKA VAT ) HAS ISSUED NOTICE PROPOSING TO LEVY TAX ON APPLICATION FEES RECEIVED.

No vat is payable since there is no transfer of goods in the transcation.

Thanks for the immediate response.

The same argument was put forth, but the VAT officer is arguing that he wants to tax under the item sale of stationery though it is printed in the application form as Application Fee.
