Govt employee

respected sir i am govt teacher in punjab government.Sir i am very interested in R.T.I act. sir i want to preach the rti act in general public free of cost by launching a rti web site. my question is that
1.as a government employee is it possible for me to launch a non profit non commercial rti website just for preachin rti act or not
2. is a govt employee have a right in india to preach indian constitution or not

Yes, why not.

Preach is though a wrong word. You can enlighten people. :-)

Dear Swaraj,

If your work would be of the nature of honorary work of a social or charitable nature without any intention to make profits, you can undertake your project to fulfill your objective under the provision of Rule 15 of "The Punjab Government Employees (Conduct) Rules , 1966," which states as follows:

EXTRACT OF RULE 15

15. Private trade or Employment - (1) No Government employee shall except with the previous sanction of prescribed authority engage directly or indirectly in any trade or business or negotiate for or undertake any other employment;

PROVIDED THAT a Government employee may, without such sanction undertake honorary work of a social or charitable nature or occasional work of a literary, artistic or scientific character, subject to the condition that his official duties do not thereby suffer; but he shall not undertake or shall discontinue such work if so directed by Prescribed Authority.

Mr Dhingra has given you extract of rule position applicable in centre. States follow the similar pappert. You can consul corresponding rule in Punjab Govt.

You are on safe footing. Preaching for RTI is just fighting corruption whcih is not against Govt policy.
