Only the Office of the Registrar in whose jurisdiction the property is situated can register the transfer deed. Location of the transferor or the transferee is not material for the purpose. After the recent amendment of the Registration Act, the all India jurisdiction conferred on the Registrars of Presidency towns of Mumbai, Chennai, Kolkata and Delhi is now removed.
