first file an written complaint to the railway authorities concerned together with an FIR to that effect, if then also they do not take action then move to court.

Sorry dear, your intention seems to take some revenge from your neighbour. So, it would not be appropriate on my part to advise you that issue. Official procedures take a lot of time.

If you have already lodged your complaint with the appropriate authority of the Railways, he may take his own time to prepare a case against your neighbour after taking appropriate legal advice.

First pay due heed to request of Mr.Ramachandran, where after you shall be advised what to do.I think Railway is property of Indian people, and if authorities or Ministries are inactive for one or other reason, some remedy must be there to protect public land.
