1. Can only application under 156(3) crpc be filed without accompayning a complaint under 200?
2. Whom to make party before magistrate, if the information is against unknown persons and police did not register a case while the information disclosed a cognizable offence?
3.Can state through police commissioner be made party in an application under 156(3)?

you have to file private complaint u/s 200 against the person to whom you want to file criminal complaint.

Be clear.
Section 200 and another you are talking about are different.Complaint an be lodged against the unknown persons.

It is the court to decide whether forward to police u/s 156(2)or proceed with the inquiry by the court itself.Complaint can be against unknown as person rightly pointed out by Devajyothi
