Society can be formed without obtaining Occupancy certificate

please member kinldy suggest me that a society can be formed without O.C. from Municipal Corporation. if yes, then under what clause. whether it is mandatory for paying the maitenance if the society has not obtained O.C. from Municipal Corporation.

If u are from Maharashtra, registration of a cooperative housing Society can be done without OC. Under MCS Act a minimum of ten persons are necessary to form a Coop Society. Payment of Maintenece charges is must under the agreement for sale u have executed with the builder from the date of the possession of the flat is taken over by u - wheter u have occupied the flat or not.
