B absconded.

B's counsel file Anticipatory bail
A intervenes.
B's counsel withdraw Bail petition

it happened 7 times, filing and withdrawal.

Police not taking any more steps. 3 months passed by.

What A can do?

A can apply for regular bail on the basis the police has not filed the charge sheet within 90 days

Ask A to meet with the Superintendent of Police or the Head of Police Department in his Area and him to take proper action to arrest B as there is police seems not interested in matter nothing more can be done by the A.

Just because the filing of the AB petition, the police need not wait till the disposal of the AB petition. They are free to arrest.
