What is the difference between Scheme and policy? Which one we can challenge before Court?

Policy is devised on the basis of Procedures and guidelines which govern the objective of an organisation. But a Scheme is set of conditions built for implementation over a specified time period which is amendable and review from time to time.

Policy is the basic principles by which a government or any organization is guided. For Example, it is the policy of the government to provide livelihood to the poor people.

Scheme is an elaborate and systematic plan of action to implement the policy. E.g. National Rural Employment Guarantee Scheme.

As for your question, whether policy is to be challenged or scheme is to be challenged before a Court.

Neither the Policy or the Scheme can be challenged. However, if there is any wrong doing in implementing the Scheme, then the wrong doing can be challenged, mainly by the aggrieved, since it is goes against the scheme itself. In some cases, the Courts permit any third party (though not directly aggrieved) to challenge the wrong doing by way of public interest litigation.
