Kindly enlighten why BPO/KPO / ITES Company are comes under Shop & Establishment act and NOT under Company act?

Regn. under the Indian Companies Act gives a status to the institution carrying on such activity i.e. it becomes a pvt. Ltd. / public Ltd. company and has nothing to do with the requirement for regn. under the shops& commercial Establishments Act.
