sir i am a central govt employee appointed in dec 2012 and i want to complete my diploma six semester by taking leave.it is possible to complete my diploma

It is first of all obligatory for you to seek deptt's permission to continue the course.
If your controlling officers are willing to recommend leave or if the administration is otherwise willing to sanction leave you can get the same but cannot compel the same even if permission has been given to you to continue studies.
There is no legal remedy for refusal of permission/leave or both.

You can continue the higher education if it does not adversely affect your official performance. It is advisable that you obtain permission from the Controlling Officer for pursuing the course.

Get the departmental permission with sanction of leaves. If permissible under rules, department may allow.

There is no such Rule. But it is a matter of supervisory discretion under the provisions of Rule 3 of CCS(Conduct) Rules, 1964.

You may refer to the service regulations and leave rules for applying for leave on education grounds, before that you must obtain permission from employer for pursuing the higher education.
