After reject application by police can criminal complain lodge to court

Hello all learned
I do job in 108 emergency service, this service provides all kinds of facility to reach at hospital in critical conditions. I have to fill up regularly petrol from the petrol pump for the vehicle which was used by me for the said service.
A letter sent to the petrol pump dealer by the company which employed us with the instruction that if any kind mal-practice come to knowledge with the connection of the diesel it have to be informed to the owner of company who employed the persons in the service of 108.
So with the connection of the said letter dealer of the petrol pump lodged complain against me showing the mal-practice in diesel (absolutely it was basically false). Then after I was transferred from origin service place to another service place actually no any transfer order not provide to me. I have lodged complain to the police for that it is conspiracy on me. I have stated all persons name in my complain. Police has taken statements of all accused. Conclusion was done by police that I am transferred from origin place to another place therefore the said complain against the accused lodged complain and the my petition was filed in this way no any kind of the action taken against accused.
Now I want to lodge complain before court
What I have to do ?
Can I lodge criminal complain?
Can I challenge the said police proceedings ?
If yes in which court ?

It is the administrative matter. Your employer will investigate into the matter. You will have to wait for the outcome. What criminal act is involved in these actions?

If you have some admissible proof of criminal conspiracy of some of your collegues against you in your previous posting, that caused injury to your service career and honesty, then you may move an application in the court of the Magistrate u/s.156(3) Cr.P.C. for a direction upon the Officer-in-Charge of the local Police Station of your previous posting jurisdiction to enquire about your complaint and report the court to bring the culprits into books.
