Complaining to intelligence about delay in govt. office

Sorry for the typo: I mean vigilance NOT intelligence.
I've submitted application for building permit in my area corporation office. They are delaying it for bribe saying unnecessary reasons and sending it for unnecessary approvals ie. DTP (Detailed Town Planning schemes) office etc.
The corp. office told me that if I give the bribe he can avoid sending it to DTP for approval. On my refusal to give the bribe, he asked additional copy of already submitted documents, which submitted again, and even after one month it has not been sent to DTP office for approval. So, corp office is deliberately delaying the whole process. I had to use RTI for application status two times.
Now, can I send complaint to corp. secretary and vigilance to look into the whole process and take necessary actions?
If I use RTI, they will say that the 'work load' is the reason for the delay. I think, in case of vigilance, they can compare the progress of other applications filed for same purpose with mine.
So, please suggest the best way to handle this situation.

File a Writ petition and see your work done in no time.

Sir, "File a Writ petition" means filing petition in civil court?
Can I file the same in consumer court since the civil court procedure involve delay and expenditure ie. advocate fees, which might be more than the bribe he asked for! I also think that its almost impossible to get such expenditure refunded from a govt. department even if the department is in fault.

Its a district corporation so is munsif / district civil court not competent to consider such petition?

in case you approach vigilance then you should approach them after settling bribe so that they can lay a trap.

writ petition can be filed in high Court. Distt. court has no jurisdiction to entertain writ petition.
Vigilance can be approached after bribe settlement to get them in trap.
Use RTI to find out how many proposal received by Corporation, how many of which sanctioned in how many days. How many proposals sent to DTP for approval and the proposal not sent, the reason there of.
