First of all you have to ensure that whether the property intended to purchase is coming under the Revenue or under BDA/BBMP or any other authority. You have to ensure that whether proper approval was obtained for conversion, flat approval, etc. Whether the revenue site of B Khata can be converted into A khata after paying the betterment charges, if at all there is a provision and the same falls within the latest Akrama Sakarama government policy? It is always better to obtain proper opinion from a local lawyer by producing the photo copies of the property documents and proceed as per his advise.
