If the Bills are formally proved then the court is bound to consider it.

Formal proof means something more than mere filling of the bills.
Adducing oral evidence of person who issued the bills to corroborate he issued it or producing oral evidence of some one acquainted with handwriting and signature of person who issued the bills.

the person who issued the bills have to be examined in court . he has to testify that bills were issued by him , the jewellery etc purchased from his shop . payment was made to jeweller etc

Estimated bills are not evidence and thus those are not taken into consideration by courts. Actual bills, if duly proved only are taken into consideration.
